Think that last Anon answered your first question. Howard Yount also has a few that fall in that range, though Matt mentioned that the rise could probably be a little higher.

I’ve always thought the right way to measure rise is from the crotch seam to the top of the waistband, but it appears some people get the measurement by subtracting inseam from outseam.

If you’re looking at a measurement online, it’s probably a good idea to ask how it was taken.
